Responsible financial management and effective housing program administration are essential parts of serving our community. Huntsville Housing Authority has received recognition from the U.S. Department of Housing and Urban Development (HUD) for its work in both areas.
In a congratulatory letter addressed to HHA Chairman Larry Lowe, HUD recognized HHA for maintaining fiscal stability and achieving a High Performer designation under the Section 8 Management Assessment Program (SEMAP).
The letter, signed by Benjamin R. Hobbs, HUD’s Assistant Secretary for Public and Indian Housing, commends the leadership and staff whose work helped make this achievement possible.
“I am pleased to recognize this accomplishment, which reflects your agency’s commitment to strong leadership, sound management, and effective stewardship of public resources,” Hobbs wrote.
What Is SEMAP?
SEMAP is HUD’s primary framework for evaluating how public housing authorities administer the Housing Choice Voucher (HCV) program, commonly known as Section 8.
The HCV program helps eligible families access safe, decent and affordable housing. As explained in HUD’s letter, SEMAP evaluates key operational areas, including:
Housing quality standards: Requirements related to the quality of participating housing.
Income redeterminations: Reviews of household income used in program administration.
Lease-up: The process of helping participating households move from voucher assistance to leased housing.
HUD stated that HHA’s High Performer designation demonstrates excellence in these core areas and serves as a positive example of effective HCV administration.
Why Fiscal Stability Matters
Housing programs depend on responsible management of limited public resources. In its letter, HUD emphasized the importance of managing those resources effectively so eligible families can access housing.
The recognition acknowledges HHA’s fiscal stability alongside its program performance. HUD also highlighted the agency’s sustained commitment to serving residents while ensuring the effective use of taxpayer resources.
For residents, participating landlords and community partners, these responsibilities are an important part of the work behind housing assistance.
Recognizing the People Behind the Achievement
This milestone reflects the efforts of HHA’s leadership and staff.
“The designation reflects the dedication of you and your staff in administering HUD programs with excellence, integrity, and responsible stewardship of public resources,” Hobbs wrote.
HUD’s letter also emphasized that achievements like this depend on sustained commitment, collaboration and a shared focus on meaningful results for the communities housing authorities serve.
We thank our HHA team for the daily work behind this recognition and for their dedication to serving our housing community.
Keeping Our Focus on Service
This recognition is an opportunity to celebrate strong performance while keeping our focus on the people HHA serves.
Responsible stewardship, effective program administration and community service remain connected: each supports the work of helping eligible families access safe, decent and affordable housing.
